If it is a VAG 1.9TDi then you should be able to drive about 5 or 6 miles before it is at average temperature! In any case I would suggest that it is a thermostat problem as the fans should not run all the time, although a failed head gasket can give similar symptoms. Quote

NB certainly on facelifted models, fans have several speeds, so just because you cannot hear them does not mean they are not running - you may need to open bonnet and have a look to confirm that they are running on low speed(s).
